Regional Health Emergency Response Facility
Work
In my role as Communications and Visibility Manager for the EU-funded Resilience, Sustainable Energy and Marine Biodiversity programme, I led the strategic communications and external relations efforts for the €20 million COVID-19 Resilience Response Facility—mobilised in quick time to support 12 Caribbean Overseas Countries and Territories (OCTs) during the height of the pandemic.

This fast-track facility, launched just days after global recognition of the pandemic’s gravity, aimed to bolster institutional capacity, provide frontline support, and strengthen public resilience across the region. I was responsible for conceptualising and executing a comprehensive visibility strategy that brought the initiative’s purpose, impact, and EU solidarity to life.

Key elements of my work included:

-
Spearheading the launch communications, highlighting the Facility’s benefits, application process, and community-level outcomes.

-
Producing compelling visibility and knowledge management products adopted by strategic partners and showcased at regional and high-level forums.

-
Elevating the Facility as a central pillar within the programme’s Community of Practice, creating space for dialogue, collaboration, and learning among stakeholders.

The campaign stood as a testament to the role of purposeful communication in crisis response—conveying not just information, but confidence, clarity, and cohesion in a time of unprecedented uncertainty.
