Resilience in the EU Caribbean OCTs

As Communications and Visibility Manager for the €50 million RESEMBID programme, I led strategic communications efforts to spotlight the Caribbean region’s journey toward climate and disaster resilience — a journey shaped by the ever-present threats of hurricanes, rising sea levels, and economic vulnerability.

This work followed the devastating 2017 hurricane season, which ravaged several Caribbean Overseas Countries and Territories (OCTs), laying bare the urgent need for resilient infrastructure, rapid recovery mechanisms, and more climate-smart planning.

 

Through tailored storytelling, stakeholder engagement, and integrated digital campaigns, I amplified the EU’s support to the region as OCTs began rebuilding stronger, smarter, and more sustainably.

Driving Visibility with Impact

​

  • Developed and implemented an omni-channel communications strategy that positioned resilience as a pillar of regional development across 12 OCTs.

​

  • Crafted tailored messaging to highlight the EU’s long-term commitment to structural vulnerability reduction and ecosystem protection.

​

  • Launched and promoted a €20 million COVID-19 Facility as a key resilience mechanism — showcasing EU solidarity with Caribbean communities during crisis.

​

  • Produced high-impact multimedia content, including promotional videos in collaboration with acclaimed Caribbean filmmakers, capturing the human side of recovery and resilience.

​

  • Built and nurtured a ‘Community of Practice’ that served as a regional knowledge-exchange hub for implementing partners and stakeholders.

Building Back Better — and Telling the Story

​

By transforming technical resilience interventions into relatable, visual, and accessible stories, I helped shape a new regional narrative — one that underscored the Caribbean’s strength, unity, and ability to bounce back, while aligning with the EU’s 2017 Consensus on Development and global resilience goals.
